Why am I asked to show my passport to hotel's or Halong Boats' receptions? is it safe & common in Vietnam?

This is common case in Vietnam. Hotels, Halong overnight boats must
take passports of their guests
to make declaration to police at the first night. However, some 4, 5
star hotels, boats just need your passports for a while and give them
back to you right away. It will be much convenient if you've got a copy
of the passport to give hotels or boats and keep your original one
